Predicting the surf can take many years of practise to get down pat. In the past surfers have been ameteur meteorologists, constanly watching the charts, checking weather reports and phoning their mates who happen to live near the beach.
These days most surfers rely heavily on surf, weather and wave report & prediction websites. Although these websites are fairly good at giving you an idea of whats happening, they should only really be seen as a tool.
The best way to predict what the surf is doing is to use a collection of websites and take an average of what they say:

Factors that effect surf are endless (especially in the UK)
Posision of tides, the size of the tide, the direction and strengnth of the wind, how long the wind has been blowing, the origin of the wind, the direction and size of the swell, the wave period, the features of the bottom Reefs, Rocks, Sand banks etc, the movment of sand and sediment,etc etc etc...
There really is no substitute for knowing your surf breaks intemately
