Passport to Leisure is a City and County of Swansea scheme for residents who are on low income
Who can have one?
Residents within the City and County of Swansea boundaries are eligible for a Passport to Leisure providing that they fall into one of the following categories:
In receipt of:
• Housing Benefit
• Council Tax Benefit
• Income Support
• Job Seekers Allowance (Income Based only)
• Guaranteed Pension credit
• Working Tax Credit and also must hold a NHS Tax Credit Exemption Certificate/Card
• Child Tax Credit and also must hold a NHS Tax Credit Exemption Certificate/Card
• HC2 Certificate for Free Prescriptions under the NHS Low Income Scheme
• A partner of someone who is claiming one of the above eligible benefits, living at the same address and included in their benefit claim
• You are under 17 years of age, living at the same address and have a parent or guardian who is in receipt of one of the benefits above?
• You are aged between 17-19 years of age, in full time education (non-advanced) or enrolled on an approved training scheme and included (named) in your parents/guardians benefit claim?
• You are a young adult (u20) in full time education or enrolled on an approved training course and being supported by Social Services?
What do card holders get?
Where PTL discounts are offered, card holders will be entitled to discounts of up to 60% off the adult price at City and County of Swansea leisure venues at any time during normal opening hours. Card holders may also hire equipment free of charge.
How do I get a Passport to Leisure?
Passport to Leisure brochures containing the PTL application form can be obtained from any of the following venues. Alternatively, you can print off the application form on this web page, fill out and take along to any of the sites listed below to be processed. Please note we can only process applications in person and therefore postal applications will not be accepted.

Checklist for joining
To apply please fill out the application form and visit one of the sites above ensuring you bring the following with you:
Completed application form (up to 3 people can use one form)
2 recent passport size photographs (selected sites with * offer the facility to have on-site photo's taken for a small fee)
£2 membership fee per applicant
Proof of the benefit you are claiming/or are named on (see application form for more information)
Proof of your City & County address for all applicants
Or in addition to the above if applicable proof of your student status/approved training course.
